Windows 7 Pro Question

So, I was looking at this:

And, I saw that the price was pretty good. But, its for refurbished PCs, so does that mean I can put it on a PC I'm building?

 

Also, this is a CD. I don't have an optical drive on this computer, but would I be able to burn it to a USB on another computer and then put it on my PC?

That license is suppose to go on a refurbrished PC, not sold as a stand alone product.
