EDIT: I'm going to jump to the conclusion of you have a laptop and this is because the laptop goes in to high performance mode and everything isn't throttled when the charger is plugged in

Can you give us detailed specs? Which gpu, laptop?

Sounds to me you are using optimization in geforce experience on battery but when you plug in the charger you crank it too high.
