Pics with task manager processes and HWmonitor would be much appreciated. My wild guess would be that latter has some more processes running.

I checked the task manager and the processes are the same. Also there is a weird clock speed indication in task manager. Whereas CPU-Z and HWMonitor show 4.48GHz, task manager shows two different speeds; 4.00 and 4.44. Any ideas?

Task manager is buggy with clock speeds. I have to admit that I don't understand why it would show more utilization. Maybe it too is bug. I don't have the whole sensor on my CPU so I can't check it that way.

AFAIK HWMonitor uses scheduler times, processor time allocated to each app. Windows task manager use to work this way too but later versions now actually show CPU load, that is time that the CPU is active, not idle.

 

For instance if all C-States were disabled except C0 then the processor would be continually running (no idle states) 100% of the time even if there where no processes scheduled to run. In this case Task manager would show 100% CPU utilization when idle while HWMonitor might show 1% or less.

 

Depends what you want to be shown, CPU utilization time or task utilization time.

 

As a suggestion try HWiNFO sensors window.

I think I solved it. As I overclocked I disabled hyperthreading. Since the application I was running only uses two threads it now used 2/6 instead of 2/12 and thus the HWMonitor showed higher utilization. I found that out as I fully stressed 6/12 threads and HWMonitor showed exactly 50% utilization. And if I disabled hyperthreading it showed 100% with the exact same task. So it all makes sense.
