Question about the Avermedia Live Gamer Portable and streaming PC with it

If I buy the avermedia live gamer portable capture card and use it to stream on pc do I need a 2nd PC or can I just use it on its own to do all of the encoding or is the 2nd PC required and can I also use it with OBS?
