It's a program called Rainmeter. I use it and the default skin and no icons. My desktop is so beautiful.

Sometimes when i see people's desktops they will have really clean looking overlays that display cpu usage, time, weather, and alot more, what are these 'overlays' and can someone explain them to me please?

yeah thats rainmeter pretty awsome but you need to put some time into it if you want it to be good ;) i want to see your screen when you are setup :D
