Supposedly Windows 7 OEM keys can't be used on any other motherboard after they are activated. I've heard of people calling Microsoft and getting the key to work on another machine, but I have never done this nor do I know if you would have to speak to a human. With a retail key you can use the automated system to unlicence it from the old PC, but OEM should only be used on one PC (basically tied to the motherboard).
