Windows 7 OEM upgrade

I am going to upgrade my motherboard from h97 to z97. I know that I can't use the old activation key for OEM but can I phone Microsoft and said my old motherboard is dead to get a new key? I am not live in Canada and US. Can I still get a new activation key?

Cuz I saw a post on Tom'sHardware said I need to tell lie for a new key, if a human answer the call.

Supposedly Windows 7 OEM keys can't be used on any other motherboard after they are activated. I've heard of people calling Microsoft and getting the key to work on another machine, but I have never done this nor do I know if you would have to speak to a human. With a retail key you can use the automated system to unlicence it from the old PC, but OEM should only be used on one PC (basically tied to the motherboard).

If you have bought your copy as is, not with prebuild PC, then you can just use it. Just make sure not to activate during install process.
