Ok so i have to return some computer parts and the guy is telling the value drops 50% after being used for less then a week

He is wrong. The value of the part stays the same for about 2 months, as long as you don't do anything wicked to it.

OK maybe i should explain better Someone sent them to me i didn't know who. One of my friends who lives in the U.S.A claimed he sent them so i built the pc. About a week later the store called me saying payment failed (it was by credit card) and i needed to pay i cant i have no money to pay them with. They are refusing me asking to return stating that no one will buy computer parts used in such a small town. so were trying to figure out why the parts were sent to me if they never received payment so basically it is human error( computer in total was about $3k in NZ dollars)

pretty sure in the USA if its sent to you its yours by american law

Read it wrong. But i would be seriosuly asking why they sent the parts. If they sent the parts without making sure that your CC works then it falls on them. Thats what insurance is for on their end, its their end not yours. You thought everything was fine.

They might be able to go through legal channels and take it back but they can't force you to pay. They should have charged the card before they shipped and it was their fault anyway. They should have insurance that covers these losses.

Ok so a friend claimed he bought it he didn't 

Paul had sent the package to the post office before the payment was confirmed human error there sent it to me

He said he wont take a return because the parts have lost value because they were taken out of the box

Plus the whole small town thing doens't fly, pb tech is a national company.
