GTA 4 won't let me set my graphics settings, help?

open up steam right click on GTA4, properties, launch options, type in this   -norestrictions -nomemrestrict

I too bought the game for the summer sale. Spent about 30 minutes figuring that out and realizing I needed games for windows live.

God to I hate windows live you can just tell the game takes so long to start up because of that feature

Count yourself lucky you got the game from Steam, manual updating this game sux. I spent a good hour installing it, then a good hour or more updating it, still runs like poop. Hope they get there sheeeeeeeeet together for GTAV. I actually found with my old System ( i5 760 @4ghz, 8GB RAM, GTX 460 1GBDDR5) I could play the game maxed out or all at low details and still have the same frame rate. Such a shoddy port.
