Usually the secondary card in crossfire just powers off until you start playing games , or doing graphically demanding tasks .

Try to connect all the screens to your main card and tell us what happens .

im running both monitors off my main card, same thing, its turned off right now, only thing on its the fan

My MSI R7970s do the same thing. I know that they are working. FPS in Devil May Cry 4 went from 268 to 363 FPS. I beleive that the GPUs that AMD makes are made to conserve power. Second card will only operate under load. Did the same with HD 6870s that I first had in my rig. GPU Z conferms that it's working.

Have you tried GPU-Z as that would usually indicate if Crossfire is enabled or not.
its enabled in catalyst, and shows in gpu-z

If you have software, you can look at temps after gameing. Your cards will both heat up. I se temps up to 65c on both cards after gameing. Sometimes even higher. They get hot after playing Metro 2033. I monitor these temp with Asus suite that came with Sabertooth 990FX Mobo. Also the fans ramp up.

i have dual monitors, and a windows 7 gadget, that shows clock speeds, fan speed, and temps for both cards, and unless its a heavy load, the second card rarely kicks in that much

test using furmark, windowed vs full screen. i had something like this happen to me with my 7870s
i don't need to test, i know its working, its just not using the second card until the first is under heavy load depending on the game

I am damn near positive that crossfire wont go in windowed, i've looked into it and the only way to do it is with hacks. ( maybe you're just lucky?)

but anyway, the second card wont read right unless there is something that actively checks it, you dont even need to run furmark, just start it up (ie speedfan wouldnt read anything but 0c unless i had it under load or started furmark, gpuz was the same way)

AAAAAAAAAGGGGGGGHHHHH!!!!

its not a hack, im playing far cry 3 @720p windowed, and the second card powers up, so it isn't luck

could be new drivers can do it, still could try furmark and see if it is the same way

Right,

Second card does less work than first. Most of the time my second card doesn't get too hot. It does with demanding games like Crysis 2, Metro 2033, Far Cry 3, just a few off the top of my head. Remember, I'm runnig HD7970s.

Kind of like a small block Chevy with a 4 barrel carb. Cruising it only uses 2, but when you floor it, the secondary barells open & give you more power. It's like that with the GPUs too.
