CPU clock question

I got a question for school, I just need to know if the answer is correct or not.

Question:

Explain the function of the system clock. How does the CPU manage to operate

at a higher clock speed to the rest of the system?

Answer:

The CPU uses a much higher clock speed than all the other components due to the fact that the mother board uses a multiplier so that all components can function at a common frequency in this way the multiplier is used as a sort of translator.
