Why is my maximum CPU load 95%?

Before I overclocked my FX 4300 to 4.1ghz, I used to be able to use heavyload to get the cpu usage in task manager to 100% load. Now what I have overclocked, the most I can get it to is 95% by using either prime95 or HeavyLoad. Even then, heavyload says it is under 100% cpu usage whereas task manager shows only 95/96% max load.

Anyone know why? Any help is greatly appreciated.

i wouldn't worry about unless your cpu overheats/throttles which isn't even to speak of or fps get crazy low with stutters

EZ tune is telling you what it is set too. RealTemp is probably telling you it actually achieving due to automated power management.
