please help, I need advice.

Recently my friend and I have both built our first gaming pc's. Our specs a mostly the same exept for the motherboard and PSU. We have noticed that he gets a lot better performance in games than I do.

 

My specs are:

AMD FX-8350 CPU

Sapphire radeon r9 290 tri-x GPU

ASRock 970 pro3 r2.0 MOBO

Sharkoom WPM700 bronze 700 WATT PSU
 
He has the 
ASRock Fatal1ty 990FX Killer MOBO.
and the
Cooler master G750M 750 WATT PSU
 
Is the different type of motherboard the cause of the difference in performance? Or is my system a bit short on power?

Yes. More than likely the VRM's on your motherboard are throttling, meaning your CPU doesn't get enough power and slows down. A 990FX motherboard is always the best choice for an FX 8350 to ensure there are no issues.

Edit: looking at asrock's website its not more than likely, the VRM are throttling. You need a motherboard with an 8 phase VRM.

It's weird. On the box of the MOBO it says its ''8-core ready''....so I expected that it would work fine with my CPU. Thanks for the advice :D

Check whether either your CPU or/and GPU is throttling while gaming. 

 

Also, you can check this thread over at OCN about AMD mainboard VRM.

He may just overclocked his CPU or GPU...

It does in this case because, the CPU may be limited by the VRM of the motherboard.  8350 has a high TDP and not all motherboards work well with it.

His motherboard has a 4 phase VRM with no heatsink.

Ignore things like that-its just there to get you to buy the motheboard. With an FX 8350 you need to go with the more expensive motherboards to prevent VRM throttling and to ensure your motherboard doesn't get killed by the CPU.
