In the NMM plugin list should all the top plugins be only .esm files before any .esp files because some of my .esm files a further down the list.

It really depends on what they are.  Usually .esm should be placed on top.

For the Best builds and Price lists here is a world where many points of the price have been predefined already for your convenience!

I have never used NMM, but I'm using Mod Organizer.

I have all the main vanilla Skyrim files (Skyrim.esm, Dawnguard.esm, etc.as well as the original patches) on the top and after that I just have my main replacing mods

(SKSE, SkyUI, CBBE and stuff) op top and after that I kinda order it and think about what will replace what.

In Mod Organizer you have a little icon telling you what mod is overwriting stuff and if it is being overwritten. That way I can keep track of what is going on in the load order.

Load order depends a lot on what mods you're running.  ESMs go above (m = master).  I use LOOT, https://loot.github.io/.  Take a look on youtube for some videos which explain, there's a bunch out there.

i use boss for load order, also use ts4edit to clean them.

Use LOOT... It is the update of BOSS. There is zero reason to use BOSS now.

Also tes4edit is for oblivion. tes5edit for skyrim.

I take it you have done a ton of oblivion modding but not a ton of skyrim modding?
