I need to replace my tim on cpu cooler and forgot to buy rubbing alcohol is there something else I can use

Peroxide, or just a damp towel. Don't get water onto the motherboard or another part of the system. (for obvious reasons)

You don't need to tell us your age, but peroxide is just like alcohol but just a bit different.

Peroxide (topical antiseptic kind) is at least 97% water.  It is only 3% H202, which then rapidly converts to H20 once you open the bottle. 

 

The bubbles of peroxide are two H202 molecules reacting to yield two H20 (water) molecules and one O2 (oxygen gas) molecule.

 

To the OP:  Use a clean coffee filter if possible (less likely to shed particulates than standard paper towel.) Otherwise use clean paper towel.
