I've been trying to get my I7-4770K clocked at 4.5GHz but I can't seem to get it that high (the max stable is 4.3).

 

After increasing power limits drastically and disabling hyperthreading, I can get the frequency at 4.5 (or atleast the setting in the BIOS). But after booting into windows and opening up OCCT, I can see the frequency is hovering around 1GHz. On some other settings it is reaching the stock 3.5 but when under load throttles back down to around 2.2GHz. The core temperature stays well below 50*C during this.

 

What is going on and how can I get this 4.5GHz?

MOBO: Gigabyte Z97-D3H

CPU: I7-4770K

PSU: HKC 650W

CPU Cooler: Noctua NH-D15

You need to disable some power savings settings (that I can't remember) for clocks to be shown at 4500MHz always. Otherwise it will boost the clock when you start stressing it. With Intel throttle would be near 100C.
