I already have the storage and peripherals

now my questions are:

-Is the PSU good

-and is the 970 that much better from the 960 4 GB

- my budget is ~1000$

You would be better of going with a 970 than the 960.

An AMD cpu has no place in a solely gaming build, end of.

970 is allot better than the 960.

The 4GB version of the GTX 960 is for users who plan to use SLI in the future. Since Memory size does not scale up, but speed does (192 bit up to around 384 bit). 

The 970 is a much more powerful card, especially when OCing the card. Just get a good cooler (Asus or Gigabyte).

 

And if you do not plan on overclocking the Cpu, go with i5-4590, save you some money.

What's the system being used for?

I do have the case(raijintek arcadia),the system is being used for light programing and gaming,i didn't put a lot of thinking into picking the components exept for the procesor
