GPU frame rates dropped

So I re-installed windows, my drivers and did all the updates and that seems to be working. If there are any changes I'll let you guys know, I haven't gotten the chance to do a full test yet as I'm installing the game (Final Fantasy XIV) I'm primarily worried about right now and I'm about to go to bed. I'll up date you all if this fixes the problem I was having. Thank you all for the time and advise.

So I had gotten a virus and had reinstalled Windows 8.1 after doing that my GPU performance has dropped.

Specs:
Windows 8.1 Pro 64 OS Version 6.3.9600.17736
Asus VII Hero mobo
Intel 4790k OC to 4.6GHz
EVGA Nvidia 980 SC stock clock
Samsung 850 evo 500 gb
16 gb of G. Skill Ripjaws X 1866
750W OCZ Fatality PSU 80+ bronze

I have uninstalled the Nvidia drivers and reinstalled with no change. My curent driver is 350.12

can you show a GPU-Z ID?

 

did you reinstall all other drivers other than your GPU?

 

aka Chipset,SATA?

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

http://www.3dmark.com/fs/4431820ran on 3/28/15 stock clock this too is after re-install

http://www.3dmark.com/fs/4344638ran on 3/19/15 with a slight OC done before re-install

I don't have a stock clock bench test score before re-install

But as you can see the scores are a dramatic drop

 

try overclocking it then bring it back to stock

I have OC it t clocks that had work before I re-installed windows and they are now unstable after the re-install

My Temps under a load CPU and GPU get high 60' low 70's sometimes gpu with get up to 81 so I'm not having thermal throttle.

 

I dunno shit about overclocking and whatnot but isn't your cpu clockspeed low? yours says 799.8 mhz, mine says 3799.1 mhz in cpu-z.  Might be the problem if you didn't set your OC.properly.

actually that is downclocking working

 

when the PC is at idle the PC will just run 800Mhz

Yeah under a load it will go up, I'm half tempted to just re-install windows again to see if that will fix it :-/ Unless I can find out what's casing this problem. Before I do that I'll install the card in my other 16x pcie to see if that will fix it.
