Ok so Im not sure if any of you know what could be causing this...But my Buddy Dominic has a factory built PC that came with a GTX 770 and an i7 4790 CPU (Not a K). A while ago he did some upgrades and did a motherboard swap. He previously had a smaller Motherboard in the PC ( I have no clue which model), He replaced that with a Asus Z97 motherboard and got a new PSU and Case. When everything was assembled he Fired it up and everything was working correctly. After about a month he benchmarked Unigine Valley and noticed that his 770 wasnt performing as well as it should be. ( he was getting about 17 FPS average). The games he mainly plays like Minecraft dont demand that much GPU power so he didnt notice how slow the 770 was actually performing until he ran Valley. The 770 still did Ok in most games and could run things at about 1/2 the speed of a normal 770. We figured it was just a GPU issue, but today he replaced it with a GTX 980 and is now getting an average of 20FPS in valley..So only about 3-4 more FPS.  Anyone know why this could be? He has spoking with a Guy that works with computers and software and they couldnt figure out the issue either. The computer by itself runs as it should outside of games. Any ideas or help would be appreciated! :)

does he have the latest nvidia drivers installed?

is the monitor plugged into the GPU?

is the CPU integrated graphics disabled in the BIOS?

are all the motherboard drivers installed for the new motherboard?

all windows updates installed?

and finally, has he tried reinstalling windows from scratch?
