It just started few days ago, my FX-6300 always remains above 3.5[stock] Ghz, yes, 'always', no matter what!

I checked my house voltage and it's only around 170 Volts.

I did not created a system restore point to save HDD space.

 

Before the clock-speed used to be 1.4 - 2.1 Ghz and only 0-4% CPU usage at idle. Now it's 3.8 - 4.1 Ghz and 20-30% CPU usage at idle.

 

What's HAPPENING!!

Try running MSCONFIG, and under the General tab select "Diagnostic Startup" then restart your computer and see if your cpu usage has decreased. This will start up the system with only the necessary processes for Windows to run, so if something is running on the CPU in the background and causing the usage to be high when idle, you will see a decrease.

 

another thing is to go into your power settings "advanced power settings" and see if your minimum cpu usage is at 100%.

230V but its the 40% fluctuation that's terrible, I don't even know how you can get things to run stably on that, I'd expect regular brownouts.

240V only at night when everybody is sleeping and I'm the only one awake. Morning till evening it's around 170V.

 

And this conversation has nothing to do with my problem....... I guess?

WOW! I've heard Indias infrastructure was bad (especially the telecoms) but never new how bad, I don't think it would cause your particular problem because of the CPU usage you are seeing, its more likely something running in the background but with voltages so far out of spec you could see a lot of strange behaviour and if the fluctuations happened rapidly enough could even cause permanent damage though I'd expect its a slow change based on an overloaded power grid.

Check to see whats using the CPU in your task manager :)

The process showed in Task Manager is 'System' - 20-25% Usage! Funny huh!
