How do I find out if I do

Hello, so it seems since I have re installed windows my gpu has been acting weird. An example of this is I was playing diablo to test this and I keep getting lag spikes. I was logging it and it keeps jumps from like 2% to 34% gpu usage and I keep having lag spikes. This also happens on  other games so I really don't know what I did can anyone help?

 

** Updated bios and fixed it so far
