Code 99?

So I Got a New Motherboard and Power supply today and put them both in my pc

Motherboard: Msi 970a Krait Edition
Power supply: Cougar cmx 1000
Cpu: Fx 6300
Graphics : R9 280x 
Ram: Kingston workstation ram 8gb 2x4gb

after Installing everything and running it In the bottom right corner there was 2 Codes: 9C and 99
I was Wondering what they mean and if anyone was able to help me out with fixing this
I Managed To install windows but everytime i Boot It only gets to loading the logo then restarts 
Please help

Look in the Motherboard Manuel 

Because he had a hard drive.

Ive Looked through it all but theres nothing on post codes

99 = Super IO Initialization

 

9C = USB Detect

 

Those aren't really error codes from what i recall, thus that's why they aren't mentioned in the manual.

Oh, Is anyone able to explain why my pc keeps restarting and gets stuck on the post screen?
