I have this issue sometimes too. No idea how to fix it. Reinstalling OS seems to help. Sometimes switching components makes it go away for a while. Still have no idea what's causing it. It likes to come and go as it pleases.

This could be a couple things that I can think of. If your boot drive is a traditional HHD then your boot time would be slower than if you were running your boot off of an SSD. Another issue may be that you have too many items set to run at startup. I had this problem when I had Steam, CPU-Z, iTunes, MSI Afterburner, Asus AI Suite II, etc running at start up. Go through your programs and see what you can scale back.

you either have too many startup programs to run at login

registry full of un-used programs will also clogged up the startup

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

No it won't.

you will be surprised

if you got a few programs that are un-installed a long time ago

if you check your registry, you will still find the keys for the programs which you removed a long time ago inside the startup

This is just one of many resources debunking the myth that a dirty registry slows down a computer.
