TL;DR: Computer had bad framerates.. Upgraded, frame rates still bad. Hardware monitors show that no part of the system is struggling under load. Want to know what I can do to fix my awful performance

Specs:

- CPU: i5-750 2.67GHz

- GPU: Radeon R9 270 2GB

- RAM: 8GB

- Mobo: P55A-UD3

- Windows 7 x64

My computer is about 5 years old, so I understood that it was struggling at times. I upgraded my GPU which I saw as the biggest flaw (HD5770 -> R9270), hoping to get a decent performance upgrade out of it.... but nothing. No improvement at all.

Wondering if I had another bottleneck somewhere i downloaded open hardware monitor, and it's just left me very confused. My computer is struggling to run games smoothly but the hardware doesn't actually appear to be working that hard.

One example is playing World Of Tanks:

* no core working past around 60% load

* gpu hovering around 50% load

* plenty of ram spare

* gpu and cpu temperatures all low and fairly stable

and yet my game is grinding along at ~25fps when i'm just moving through terrain, dropping to ~15 with a couple of explosions. I get similar performance at minimum specs on my desktop as I do on my old $500

Even in League of Legends, which is by no means an intensive game, during teamfights I can drop from 50-60fps down to ~15.

The only thing that I thought could have been an issue was amount of RAM since i used to have only 4gb, but i've since doubled that and the problem is exactly the same.

The weird part is that none of the hardware appears to be working hard while this is happening.

Could it be a problem with the motherboard? Or a setting I've got wrong somewhere? Please! Any help or suggestions will be greatly appreciated!

the only thing that you might not have done is to update the AMD driver

also try to re-install using the DisplayDriver Uninstall program

then download the Omega AMD driver

otherwise

start defragging and ccleaner the PC for any junk

if still fails

considering reformating the OS again

Update, I just uninstalled all my graphics drivers and went to reinstall them via the AMD autodetect tool. Something weird though, it's detecting my graphics hardware as an HD 8xxx Series, not a R9 200 series. Is this potentially significant to my problem?

Nothing above like 50 degrees even after playing for ages. WoT has shitty framerates right from the start anyway :/

What power supply are you useing, any adapters for the ends?(like 6 pin to 8 pin), whats the wattage, is that is to low that could also be the potential cause

500W should be enough i thought.
