GTA V Bottleneck?

I think I'm getting bottlenecking while playing GTA V, usually in the city. It drops to 45 FPS but I turned off everything in the advanced graphics settings, which did help, but I'm still getting frame drops on a 970 in 1080p. My specs are in my signature and I have the lastest drivers.

 

Here's two screen shots of my RAM, CPU, and GPU's usage.

I'm thinking my CPU is the culprit, but I've never seen that much RAM used in a game for me. 

Your CPU is the culprit for sure, a AMD CPU is probably the worst CPU to won if you want to enjoy this game at 60FPS Ultra 1080p with no dips past 50PFS.

Combo between CPU, and the Game. People say its the most optimised but it still needs a lot of juice to run at a solid 60fps, especially in the city. You might want to keep playing with settings, The AMD cpus have been performing fairly well from what I have seen, but you could consider overclocking that 6300.

Its most defintly your CPU. I have a 970 and max everything with 2xmsaa and txaa I stay above 60. I have an i5 4690k OC to 4.2 though... And this game seems to enjoy a healthy CPU on top of a beefy card. Stronger cores always perform better in game than many cores.
