PC Causing Slow Internet?

Starting yesterday, my internet (usually ~20ms ping, 30Mbps down 12 Mbps up, Comcast) has dropped down to 600-2,000ms ping (not a typo), 0.65Mbps down and 0.15Mbps up for every device on the network. It's never done this before, and it goes back up to its usual speed if I take my PC off the network. Within 30 seconds of bringing my PC back onto my network, it slows down again. It doesn't matter if my PC is using 802.11ac or Ethernet, it always slows down.

 

HELP!

I restarted the one my PC's Ethernet is plugged into, is is necessary to restart the other one?

 

Do you think it could be a bandwidth thing? IIRC, Comcast allows 250GB of data a month, and I could see my family of four burning through that fairly easily.

no idea why you have multiple routers but i would restart all of them at the same time

One in the basement so the Apple TV can have Ethernet, one in my bedroom so I can have Gigabit/stronger Wi-Fi. The one in my bedroom used to be our old main router until we got an 802.11ac unit. I'll reset them later and respond with the results.
