i'v got core i5 3470 with gtx 660, cpu most of the time is above 90%, while gpu rarely reach the 99% !

Perhaps you should try using the Beta Drivers specifically released for GTA V and not the 5 month old driver.

already doing that. i installed them the first day.. even did clean unistall,  with driver display unistaller .

 

and i repeat again , i m ON A 2600K @4.5 ghz , people with with 2600k stock are doing better than me and than people with 4790k

Is there anything else in the background that is eatting up CPU usage?

 

Try reducing draw distance, but I don't think you should have to.  I don't think this is hardware related because I have been monitoring the forums the past few days helping others, and even those with strong CPUs like yourself are having issues, they say that new patches are having a negative impact on performance, even causing crashing.

gta5 is too much for quad cores however fx6 and above is best, but you must disable cool an quiet and epu etc as it doesnt get picked up as demanding so it declocks, also you should be running 1080p on very high with 2xmsaa to really use the card as it has a soft 60fps cap (itll go to 100fps or so if you really can)

Its definitely your cpu. Is opposition, only looking at the max load on the cpu does not tell you a lot about if there is a bottleneck or not. You have to look out for single core utilization with regard to how much core the game can use. The fact that your cpu is not maxed out per say is that the game can't use that much but that does not mean that there is no bottlenecking. So what I am trying to say is that your cpu is not up for the task
