So if someone wants just a bare bones windows... graphical display, sound, network capabilities. What can be done to get windows to boot up even faster after a fresh install of windows 7. Other then hardware upgrades... example.. ssd.

An SSD will do the greatest difference but making sure windows doesn't open unnecessary programs during bootup is a good start and if you use a mechanical HDD partitioning the drive to maximize the speed is also another option only downside is you have one slower partition but that can be used as general longer term storage.

Open system configuration and disable startup processes/services. If you're unsure, research if they're safe to disable.

Not much, enable any fast boot features that may be in your UEFI/BIOS, disable any unnecessary startup programs. That's about it.
