Formatting with windows

Yes, he needs to wipe the disc first, does he need to boot off the of disc? 

yeah

put the CD in the computer, change the boot order in the BIOS to boot of the CD drive first

then follow the windows installation until you get to this point

So my friend needs to format his hard drive but he has nothing he can format it with, no other computer, and he doesn't have an external thing he can plug it into, can he just format it with the windows format by right clicking and hitting format will work? he has an extra windows 7 disc.
