CPU Temps around that is totally normal.

My laptop runs at 65C on idle. ( -_-)

_EDIT_

Over 85C is when you need to be worried.

Fine you want the PSU tier list? Have the PSU tier list: https://linustechtips.com/main/topic/1116640-psu-tier-list-40-rev-103/

In the bios it says CPU Temp. 42 degrees celcius (107F)

Cpu fan is spinning at 2463Rpm

All this when just in the bios.

is this normal?

Sometimes there are settings in the bios that says what clock speed your computer runs at while in bios.

I have 3 options... Max-nonturbo, max-turbo, and lowclock?? idk what the last one is called exactly.

anyway, I have mine set to max-nonturbo (the default setting), and it runs harder in bios than in windows fans and all. kinda weird, but normal.

Your temps seem fine so, id say youre good.
