CPU bottlenecking?

I do not know if I should be putting this here or in the gpu section but here you go: I have a XFX R9 280 Double Dissipation and an intel i5 3340 @ 3.3 Ghz.  Is this bottlenecked or not?  I am confused in this area of hardware since I am more of a software guy. I am only saying this since i am barely getting 50 fps on games like gmod, civ 5, and half-life.  Rest of PC parts:

  • Msi B75MA-E33
  • 8Gb Corsair XM3 Ram
  • Intel 520 SSD ATA Device
  • Samsung HD103UJ ATA Device
  • Corsair CX600M

Totally dependant on the game. Some games will load your CPU totally others will only sip at it's power.

If your noticing issues it would help to know the symptoms and games where it's happening

I don'T PreSS caPs.. I juST Hit THe keYboARd so HarD iT CriTs :P

Help Please I'm New in building a computer and I wonder why my GPU Usage is so low.

H87-G43 MSI Gaming mother board

GTX 980 Gaming GPU

i7 4770 Processor

(3x) Ripjaw DDR3

630W PSU

 

my GPU usage while playing Dota 2 , Tera is only 30-40%

I hope this is a troll if, although if its not, the lower gpu usage is the better, dont worry.

i had a similar spec with a worse 2500k and i was at constant 60fps for those types of games, see if youre getting thermal throttling or somthing
