Windows 7 Stuck at Configuring Windows

Windows 7 on my laptop is stuck at configuring windows for several hours. I tried going on safe mode and restore but their isn't a system restore point. What do I do?

Two things. One is to repair startup. Other is to repair whole installation. Neither does anything to your personal files but both can remove some recent updates or installed software.
