Hi I was planning to build this computer build http://pcpartpicker.com/p/HVn4hM. I took some of the parts that were on this video.https://www.youtube.com/watch?v=j4xDfEOGONw

Basically what I was looking for was to play PC games (not console games like Call of duty or battle field, but more like World of warcraft or Diablo) in 4k resolution lag free. I didnt want to spend like $5000 dollars on a PC build. I don't need any overkill stuff. All I want was to play PC games in 4k resolution hopefully max settings lag free. (like 60 frames) I'm also not going to stream or edit.

 Also there's no way you're gonna get 4K 60FPS unless you plan to do some crazy 3/4 way SLI/XFR

No non 2+Way Titan X SLI could achieve 4k 60fps.

Then what can I change in my build so that I'm getting 4k Resolution game play lag free? Without spending over 2000? Im sorry I'm not really good with building Gaming PC yet. By the way I'm only gaming on 1 4k monitor.

Depends on the games you wish to play. If you start to get into games that use more gpu resources, you may have to upgrade the gpu. Otherwise, the system should do fine for a number of years.

 

BTW, the o/s should be Microsoft Windows 8.1 (OEM) (64-bit)

 

If you want a more open ended system, you could go with something like the following. This could easily accept a second GTX 970 gpu for handling more graphically demanding games.
