error message says win cant format system partition on this disk

Are you formatting the correct drive? You can't format a drive in use by Windows.

Use in Win 8.1 installer to see if that helps. Why is your System Reserved on your HDD?

That can sometimes happen. It's a common issue when another storage drive is plugged in other than the intended boot drive. That may be where OP's issue lies.

Is that a Segate 3TB drive. If so I think you may need a new drive. I had a very similar problem not too long ago. Windows wouldn't recognise it at all. If you open your case can you hear a beeping and ticking noise? I found out for certain that mine was broken by using a Linux machine. I was able to get more info from the Disk Utilitly than I could from Disk Management in Windows.

Is that a Segate 3TB drive. If so I think you may need a new drive. I had a very similar problem not too long ago. Windows wouldn't recognise it at all. He could Try reinstalling Windows but disconnect the HDD.

Open the case and stick your ear in. The noise isn't very loud (if there is one).

 

In case you were wondering why the drive seems to be split into a 2TB and 1TB drive, that is a limitation of MBR partitioning. If you do manage to get it working (or when you get your next 3TB drive if it is broken), format the drive using a GUID partition table and you will be able to create one large 3TB drive (or 2.7TB when its NTFS)

Hmmm. I am not too sure. It is possible that it still has issues and that only the last TB is corrupted. Then again I have always found formatting to be tricky in Windows. Linux is far superior for formatting. Things just tend to work far more often.

 

If I were you, I'd download Linux Mint, install it to a USB stick using Win32DiskImager and then boot into the Linux machine using Linux Live. You will be able to boot directly into the OS from the USB (i.e.without having to install Linux). From there you can run Disk Utilities and try format the drive there. If you can't fix it any other way (or if you have a really fast internet connection), try this as it is a sure way to get to the root of the issue.
