NAS build ( nas noob here help !)

Hey guys ! I need advise !! I am moving soon and I want to build myself a nice NAS for about 600$. 

now that might sound silly... but i would like to wire it to 2 TV (non-smart) to play videos  ( using  hdmi )....

is that something that can be done ? if so, how ?

also if you could help me find the right parts it would be great !!
