I would suggest the latter, but I would either downgrade to a 4460, or upgrade to a 4690k. If you downgrade to a 4460 then downgrade to a Hxx board, which is cheaper. If you upgrade to a 4690k, pick up a low end z97 which is around the same price motherboard wise.

Personally, I would go with the first build, but there is no doubt that the second will do just as well of a job.  One thing to watch out for is that a z87 board will need a bios update to run that cpu.  You're better off saving a little bit longer and getting a 4690K and a z97 motherboard.  It should also be noted that I'm a bit of an AMD fan.

No comparison, option #2 is better. See the link in my sig if you don't believe me. But replace the Z87 board with an H97 or Z97 board, or one of the 8-series Asus boards supporting USB BIOS flashback.

I would suggest the second build, but pick a different cooler maybe, blower fans are quite loud.

I agree. Most Asus 8 series boards can be flashed with a USB stick, but the Z87-A isn't one of them.
