Depends on a few things:

Is it going to be a gaming PC?

What resolution are you going to game at?

Do you want to overclock?

I also need all the pheriphirals, as I am currently using an Imac :( not sure if my budget will be around 1200€ or more around 1500€

For gaming at 1080p including peripherals a budget of €1200 seems reasonable.

When it comes to peripherals I'm not really that knowledgeable, but I'm sure for $100 you can find something decent.

This was one build that I'm also looking at, but the thing is that with this build it feels like I'm not doing it right ( cheaping out) because I can't decide between this( lower cost) or a build with a i5-4690k and a 970 for more money. But the main thing is, is the extra cost of a i5-4690k and gtx 979 worth it at 1080p?

If you want to max out absolutely everything at 1080p then yes it would be worth it, but it would also be slightly overkill at the moment.

It ultimately comes down to your own choice, the 4690k and 970 still are a good value, and more futureproof. They just cost more money.
