Servers without port forwarding?

About csgo i cant really help. Creating a localhost server works the same way I explained above

So, I might host a small lan(15-20 people), hoping it will turn into something slightly bigger. I was wondering.

 

I might not be able to get access to the router where it will be hosted, will a local teamspeak/csgo server work without port forwarding? It does not need any traffic going outside the local network.

 

And what are the requirements for running small servers like that? TS(20man) and CSGO(10man) on the same pc? Currently all I have available is a shitty laptop (i5 3230m, 8gb ram).
