Assuming a normal situation, no. Ofc there are instances where it would, but you'd have to deliberately try forcing one for you to ever see it.

Such processor does not, and will not EVER exist. After all, it will only bottleneck if you TRY to force it. You could spend 34944232830634$ dollars on a CPU, and still have it bottleneck in a particular task.

 

As I said, just buy it already.
