I'd say the CPU first, then the GPU / RAM.

There isn't much you can really do besides upgrade the memory and or GPU. Your motherboard only supports Celeron and Pentium processors so in order to upgrade your CPU, you will also need a new motherboard.

Dude no. The msi h81 p33 is a socket 1150 motherboard. It supports any processor of said socket (after a bios update).

CPU: E3-1231v3 (update BIOS prior to install) ~$256 USD

When you say workstation it would depend on exactly what work you're doing for either GPU or RAM upgrade. You'll need both eventually, rendering/editing work that doesn't require a lot of RAM, but could use a GPU upgrade, find a used GTX 770 (CUDA Accel. -depending on software). If you don't need CUDA, a used 280X assuming you have a PSU that can power it.

If you don't need hardware level acceleration, any 8GB RAM kit will do, may be able to expand on the kit you currently have. I can't find a single 16GB kit listed on MSI's compatibility page, not sure if the board supports 16GB or higher.

Put an i5-4440 in there and get either a r9 270 or 270x, if I were you I'd stretch the budget a bit and get an i5 4440 and a r9 280

For the GPU, I think NVIDIA would be better because CUDA helps more in video editing.
