Personally if you don't care about what case it's in, ask around for someone getting rid of one, and put that money into something else.

Also be careful about being dedicated to 1080/60fps, because yes you can achieve this these easily by playing all your games on low, they end up looking crappy, try to balance what you expect your games to look/play like.

You yourself mentioned arma 3. Good luck running that at 1080p 60fps on ANY budget. So before I make a quad titan x build to make sure he can achieve 60fps in every game in existance I'd like to know realistically how much he is actually willing to spend. As you can see by yourself, he did not actually mean what he wrote in the op (not his fault), instead he meant 400$ or less. Not nearly enough for 1080p 60fps across the board and not enough for serious video editing. Now why don't you post a build and try to make a helpful contribution to the thread instead of nitpicking on our requests for further details? Because this discussion is pointless and it helping noone. Either post a better build than what we proposed or stop posting useless complaints.
