Alright, so if I watch a 1080p 60fps video on YouTube within Chrome, I get immense frame drops. If I do they same thing within Internet Explorer, I do not get frame drops. My CPU usage is the same whether played on Chrome or IE, so it's not like one is just forcing more usage than the other. Any ideas on why this is and how I could prevent the frame drops within Chrome?

Go to chrome://gpu/ to see which features are hardware accelerated.

Disable Adobe Flash and you should try using the HTML5 player.

chrome://plugins

Ram isn't the issue, nor is it adobe flash, as adobe has already been disabled. And in GPU section of Chrome, everything is hardware accelerated, except for Rasterization, which is:  Software only, hardware acceleration unavailable.
