Make programs run at startup - Windows 8.1

This was reasonably simple on Windows 7. Start menu -> Start-up -> Create shortcut, done. Program ran at start-up every time.

In Windows 8.1 it doesn't seem so simple. I'm trying to open SpeedFan and MSI Afterburner at start-up on the PC I just built my dad for all user accounts (it's a multi-user family PC. Maybe this is the source of the difficulty). I started by adding them to the Start-up folder in the Start Menu folder of each user. No effect. I added it to the global Start-up folder. Nada. I went into Task Scheduler and made a new task to run automatically whenever the user logged in, executing SpeedFan. That did absolutely nothing.

Is there something blindingly obvious that I'm missing? Before you ask, MSI Afterburner is checked to run at start-up, but it doesn't but for one user account.
