Okay so I have a very very very important question that's been asked and probably maybe answered several times. Is it illegal to install a Mac OS on a personal built computer or a PC that came with windows?

Not necessarily... As long as you bought a copy of OSX, you are free to do what you want with it (just not distributing it).

 

Wouldn't suggest it though, typically the programs i've seen used for running OSX are really slow and poorly optimized for Windows.

It is not in accordance with Apple's license to run OS X on a non-Apple hardware. Weather its illegal or not is tough to say, and I don't think anyone cares 

 

If its a good idea or not is a different story, its never nearly as good as running it on a Mac. fine for just messing around though, but if you intend to use it for work or something just get a Mac. You will be holding your breath with every BIOS update, or OS update and you have literally no support from anyone but other forums and such
