Need some paypal info!

So I wonder if I have money on my paypal account can i somehow transfer them to my credit card(there is not a lot of places I can buy with paypal)? If not lets say that I'm going to buy something for 30 dollars but I only have 20 on my credit card and about 10 dollars in my paypal account will it draw those 10 dollars from my paypal account then? Thanks for helping. <3
