What GPU for 4k?

Yeppers. The GTX 750 is what I'd get. It's about $100.

Note, this is not for gaming. my mom just went out and bought a 4k tv. she is using this as a pc monitor. all she does is use Skype, Facebook, and browse the web. i really don't need anything powerful, just to be able to do light web browsing and YouTube and Netflix. i don't have a set budget, but i live in the US. i just need something that can power a 4k tv and do basic tasks. below will be the specs of her htpc (i built it for her).

tl;dr : what gpu would be good for web browsing at 4k?

GTX 750 would run 4K just fine, but not for gaming. Hell, most cards probably could, but I'd get a 750 to be safe.

anything with AMD GCN architecture. 

 

Before some crazy fanboy tries to bite my head off, The reason is because GCN cards have the same upscaling technology as the current Gen gaming consoles, enabled in CCC. For a lot of web content that isn't designed for 4K, the upscaler in GCN will make images appear a lot sharper on 4k. Nvidia currently does not have this ability. If you haven't already purchased the components, grab an AMD APU and be done with it, they also have the GCN upscaler.

I'd advise against the 750 and 750 Ti simply because of the premium you pay for their power efficiency. It makes sense to pay more for power efficiency in a mini-ITX build or something, but in a standard desktop with any reasonable power supply it should not be a major concern.

 

The R7 260X is a good alternative to the 750 Ti, and faster then the vanilla 750. But if you're only using this for desktop stuff I'm not sure you even need to spend that much.

Quite frankly for web browsing the intel integrated gpu is sufficient.

I don't think a TV would have Displayport, so using HDMI, you'd be limited to 4k 30Hz, unless you had HDMI 2.0, which is only supported by GTX 960, 970 and 980, if I'm not mistaken.
