I have a i5 4440 it runs at 3.1 ghz and has a boost clock of 3.3 ghz, I have never seen it use the turbo clock, I have it turn on in the bios

It only use the turbo boost when it really need it or it might be  throttling. But i doubt that the 0.2 ghz is important

Only when 1-2 cores are actively loaded it will boost, when using 2-3-4 cores properly it will declock to the baseclock.

Only when single threads and such are run it will boost.

 

Without tweaking/changing things it should work this way from default.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

It has no turbo boost on 4 cores. On 3 cores it goes to 3.2 GHz and on dual and single core workloads it goes to 3.3 GHz.

So turbo boost doesn't really matter on a 4440 anyways, since the times you'll want it are in games which will be using the full 4 cores. No big deal, that's a hell of a CPU at 3.1 GHz.

Okay, I was just wondering, the no boost on 4 cores is probably a thermal thing
