I guess it really depends on if you notice your temps changing to a point where you fear its hurting performance. I personally change mine every other month, but i guess others might have their own guidelines for when they change it.

I get around 34C on idle. Not sure if that's too high or not

I was just wondering,

How often should i renew the thermal paste on my PC, I have a i7 960 with a H80 water cooler.

Thanks.

I change mine every 12-24 months. it doesn't need to be incredibly often, but depending on the paste, it can make a difference.

I'm a bit OCD and paranoid, so I change about every 6 months or so.

I would say every 6 months is a safe timespan to worry about thermal paste, depending entirely on your OC's and how hard you stress the thing. I often swap components around to test in my SFF case, so i have to reapply thermal compounds quite often, so i never worried about how long my paste will last.
