GTX 980 Build for a Friend

So I have a friend that wants me to help him build a gaming rig for just about everything on highest settings for under $1200. He won't budge on a GTX 980 but he's flexible on literally EVERYTHING else. He couldn't care less what the case looks like or how many LED's it has or anything like that and isn't interested in overclocking at all, but does want a high-end AMD processor for the more cores/dollar due to the high amount of online/multiplayer games he plays. I have somewhat of a build in the link below but I'm not too sure it's the best..... HELP!!

Cores per dollar is useless today. Considering that the FX8 cores are quite crap.

I added a SSD that can actually hold a OS, and a CPU that will actually play games.
And changed the case to something that won't break.

5800X3D - RTX 4070 - 2K @ 165Hz

He's not really that knowledgeable (only slightly less than me  :P) and I wasn't sure if it would bottleneck that bad. I need to sit him down and tell him the bad news lol. I agree with everything you guys have said. And he's also into video editing I think? I'm not really sure. Anyways thanks!

No he isn't interested in overclocking like I said, and it's definitely more gaming but I think him and a couple more friends of mine might get into video-producing soon so I'm not really sure about that. I'm gonna talk to him about it tomorrow, so no worries. and he's keeping his older monitor so nothing past 1080p is reasonable. Like I said this thread was more just to see if there was anything plausible about doing an efficient 980 build for under $1200 for his interests.

80+ ratings certify electrical efficiency. Not quality.

Because THIS is how you make a build.

I'd just change the Case into small version, such as this, as you won't be using multiple GPUs.
