Yes, full ATX (EATX on the "small" bench) and are shipped fully assembled.  More info: Spotswood Computer Cases.

So I'm building a test bench so far with an i7 3770k laying around, 16GB, Mobo, ect... it's gonna be a test bench but I can't seem to find a test bench case that isn't ridiculously expensive, can anyone think of a test bench that is under the $200 mark?  it's okay if it's a standard case as long as it's fairly easy  to work in and has room for a full sized atx mobo and as cheap as reasonably possible

Something like a air 540 might work because cable management is so easy with you being able to just shove everything in the back. I don't know how easy it is to work in though. It would look good too.

If you need something that is large and easy to work with, and below $200, check out thermaltake Core X9. It's massive, has amazing water cooling support and from the looks of it, cable management better than the air 540

Ketchup is better than mustard.

GUI is better than Command Line Interface.

Dubs are better than subs
