So I have been looking for a system uprade due to the fact that my current build has a celron and a r7 250 i have made a build already but it was a lot off money btu what I found was an ebay listingwith the cpu motherboard and ram that i want. The thing is, is that it is used so it could brake in like 2 years I would like to  know if it is a good deal or if I should go all new stuff

Why are you purchasing an FX 9590?

This

Also why is there that water cooler? There's no point having a water cooler on this CPU especially if you're not doing CPU intensive work whioch requires large overclocks, but then why would you on this CPU in the first place

^^ that's a great build but I would maybe spend a little less on gpu and get a 4690k if the op is overclocking

well...that depends on a lot of things...the kit i suggested is less expensive than the AMD FX9590 he planned to purchase...i could have fit an i5-4690K in the budget...but the i5-4590 is a perfectly adequate CPU to pair with a radeon R9 290X GPU.

The unlocked chip might be relevant a little longer, and personaly i would buy a xeon 1231V3 or i7-4790K and a R9 290 GPU instead...GPU goes outdated much quicker than a powerful CPU will...and upgrading the GPu is a fast and easy upgrade to perfrom, but that's just me.

This is what i would order, personaly:
